Tim Belcher

Tim Belcher has worked in the labor movement for thirty years, starting as an organizer for HERE and continuing as a lawyer for UAW Local 376 and, for almost twenty years, as the Staff Attorney, General Counsel and Executive Director of SEIU Local 1989, the Maine State Employees Association. In those positions, he represented unions and union members in arbitrations, labor board proceedings, and in federal and state courts. He led his union's legal and organizational defense of a broad based attack from the Right to Work Legal Defense Fund, an attack that was ultimately defeated in a unanimous decision of the United States Supreme Court. Using litigation and legislation, he helped his union develop legal protections for the rights and benefits of public employees and retirees, and advancing the rights of non-traditional workers to bargain collectively. He also represented individual union members in cases challenging discrimination, improper use of contractors, and political retaliation, along with discipline and other contract violations.
